Camara won't turn on

Please turn camera off and then on again" as soon as camera is switched on. I Can view any menu, or read SD card, but cannot take any pictures. If I turn on in a picture taking mode it starts...

Automatically puts folders of new photos on desktop every time I download.I can't delete them off the desktop because the actual photos in the lumix file go.I am getting a pretty full desktop. How do I clear the desktop without losing the photos?

As above...
